Statement 1:
For x = 2 and y = 2 ---> x/y = 1
For x = 2 and y = -2 ---> x/y = -1

Statement 2:
For x = -2 and y = -2 ---> x/y = 1
For x = 2 and y = -2 ---> x/y = -1

Not sufficient

1 & 2 Together: x/y will be equal to -1 as their absolute value is same but their sign is different.

Sufficient

The correct answer is C.
