Aside: I'm assuming here that "average" is the same as "mean average"

Statement 1:
If the smallest value is 43, AND the average is 43, then there can be no values greater than 43.
So, the set consists solely of 43's, in which case the SD = 0
SUFFICIENT

Statement 2:
If the biggest value is 43, AND the average is 43, then there can be no values less than 43.
So, the set consists solely of 43's, in which case the SD = 0
SUFFICIENT

Answer = D

Cheers,
