1) if L has a negative slope. the line will tilt a little backwards. so if (r,s) is above x-axis then intercept > r. if (r,s) is below x-axis then intercept < r. since two ways are possible. not sufficient.

2) s<0. it doesnt give much information. as we dont know the line's slope. it is insuff.

using both,
L has -ve slope and s<0. => the point lies below the x-axis and the line will tilt a little backwards => r > x-intercept. hence sufficient.
