What I think --If "to" is a preposition it is followed by the gerund i.e. ing and can be replaced by a noun not by a verb:
...when it comes to strengthening. strengthening is gerund and not a verb.

Hence it is correct to say "To Strengthening"

Consider this example --- Peace is essential when it comes to learning yoga.

Can anybody please throw some light on the correct usage,

economic strengthening of the South OR economic strengthening in the South

Does this difference also bears some reason to eliminate the wrong option?
