Let's calculate each of the prices from all those 4 sources.

Internet:
Price = $80 --> Shipping fee = $10
Final Price = $90

Source X:
Price = $90 --> 10% Discount --> 10% Tax
Discounted price = ($90 - 10% of $90) = $81
Final Price = ($81 + 10% of $81) = $89.10

Source Y:
Price = $90 --> No tax
Final Price = $90

Source Z:
Price = $90 --> 10% Sales tax --> $10 Rebate
Price With tax = ($90 + 10% of $90) = $99
Final Price = ($99 - $10) = $89

Hence minimum price is $89.00

The correct answer is B.
