According to surveys by the National Institute on Drug Abuse, about 20 percent of young adults used cocaine in 1979, doubling those reported in the 1977 survey.

(A) doubling those reported in the 1977 survey

IMO, E. Here's why:

[spoiler]A - 20% isn't doubling people... it's doubling the number.
B - not a complete sentence.
C - same as A.
D - wordy, and same as A.
E - bingo... twice the NUMBER.[/spoiler]

You mean to say that 20% of young adults will be a number...n that is why OA shall be [spoiler]E[/spoiler]
