Look at these two sentences
(1)(Joan), as the president of the country .... for 18 consecutive years... , did ......
(2) (Joan), As former president of the country.... for 18 consecutive years... , did.........
I feel saying that he did something as a president is still better than saying he was a former president..... even praising someone saying he was former president for 18 consecutive years is incorrect. ( u mean there can be a time when he wont be former president)
hence E is better
