IMO A. The usage of present perfect tense is required in this context.

Please elaborate why present perfect tense is required, is it because could has been used in the previous one? Also why others are not applicable.

This question calls for clarity in meaning.

The sentence tries to convey the message that even though the rule was in place long back, it took a century to be in effect.

Now "was" in choices B and C say that the the result was achieved in the past. Also, in C "was to be" is an awkward construction. B is also wrong because to develop and to enforce is a better and clearer way to put the point.

D and E, tend to mislead the intended meaning by using present and future tenses. "nearly a century of case by case...." would help you in eliminating D and E.

Hence A is correct.

But I still don't understand how "nearly a century of case by case...." would help in eliminating D and E ?

Can you plz explain?
