Although India had committed himself to facing out the mining of asbestos, it has not kept it's word.

C had committed it self to facing out the mining of asbestos, it has not kept its

D.had committed themself to facing out the mining of asbestos, it has not kept it's

E had committed itself to facing out the mining of asbestos, it has not kept its

Pronouns himself (used for people) and it (used for things) dont match.
Also we need 'its' not 'it's'. It's is read as it is.

B had committed itself to facing out the mining of asbestos, it has not kept it's

C had committed it self to facing out the mining of asbestos, it has not kept its

No need to separate the word 'itself'

D.had committed themself to facing out the mining of asbestos, it has not kept it's

Again pronouns dont match

E had committed itself to facing out the mining of asbestos, it has not kept its

The pronouns match and this option correctly uses 'its'

So I'll go with E
