As many as is used for countable (numbers) objects.

Example -
As much as - As much as the debt of ... (Debt - uncountable)
As many as 10 speakers gave the speech... (Countable)

I am sure most of what I reply here would be known to you. So, if you are more elaborate, it would help.

as many as should be used for comparing countable nouns and as much as should be used for comparing uncountable nouns.

An example is:

Correct:
Today, because of improvements in agricultural technology, the same amount of acreage produces twice as many apples as it did in 1910.

Incorrect:
Today, because of improvements in agricultural technology, the same amount of acreage produces twice as much apples as it did in 1910.

Also note that aggregate nouns are uncountable even when the individual items in that category are totally countable (population, square footage, luggage, silverware, money -- all require "much" even though you could count the people, square feet, items of luggage, pieces of silverware, or dollars).
