E. lobbied for stadiums that had less seats as a means of reducing supply so they could increase ticket prices.

IMHO, its C.
A is also close, but the statement 'with fewer seats' could mean that the Major League Baseball lobbied using 'fewer seats' for lobbying.
I think there is a modifier problem.

C. lobbied for stadiums that had fewer seats to reduce supply and increase ticket prices --E--that refers to specific stadiums which is not the case

D. lobbied for stadiums that had less seats to reduce supply and increase ticket prices. -- E

E. lobbied for stadiums that had less seats as a means of reducing supply so they could increase ticket prices. --E

IMO one more reason not to pick C.

'that had' - does this mean the stadiums had fewer seats & now they have more seats comparitively?

C. lobbied for stadiums that had fewer seats to reduce supply and increase ticket prices. ----sounds like stadiums had fewer seats but not now
D. lobbied for stadiums that had less seats to reduce supply and increase ticket prices.
E. lobbied for stadiums that had less seats as a means of reducing supply so they could increase ticket prices.

It must be A.

C can be interpreted like they lobbied on behalf of stadiums that had fewer seats.
The intent was to lobby for stadiums to have fewer seats.

C is incorrect, but close.
