Purely a tenses question

For many travelers, charter vacations often turn out to cost considerably more than they originally seemed.

[A] they originally seemed

they originally seem to

[C] they seemingly would cost originally

[D] it seemed originally

[E] it originally seemed they would


The given OA is A.

I feel the correct answer should be a B and not A.

[spoiler]This sentence is general sentence, stating a fact set and not talking about a specific event.

I feel the answer is B and not A.

Experts could you help.[/spoiler]

You can think of 'to cost' as one word. It is the infinitive form. When you say seemed at the end of the sentence you are implying seemed (to cost).

Can someone throw light on this ?

I can come down to A and B. I feel that B is more parallel compared to A !
