sentence construction requires use of possessive pronoun.

Hubert Humphrey's attempt is the subject of the sentence. IMO A

With regards to your question, possessive pronouns(Pronouns in possessive case) can refer to possessive nouns. Here the possessive pronoun (his) is refererring to "Hubert Humphrey's". Object pronouns(him) cannot refer back to possessive nouns.
