I) Insufficient. The slope of line k is negative.
This means that the line passes through 0,0 coming from up left to down right, crossing quadrants II and IV, so b can be positve or negative. Insufficient.

II)Insufficient. a<b
One positive and one negative but which one a or b (quadrant II and IV) ? Or both positive or both negative (Quadrant I and III).

IMO C) i (II or IV quadrant) + ii (a<b) so b is in the second quadrant where x(a) is always less than y (b)
