Look at clause following although, what does "they" refers to ?
Also the clause seems awkward to me

they - refers to stationary crests and troughs

i thnk its becase - they - seems redundant usage

IMO C, my reasons:

1. C is has the correct usage 'is'
e is eliminated because 'stationery crests and troughs is not equal to crests & troughs that are stationery , here stationery is applicable to both crests & troughs

3: Because c is active and E is passive"formed by"

Whats the OA ?

1. they - can refer to crests or troughs ( since the usage is stationary crests & troughs although they remain....) so it leaves the amibiguity

2.its the pattern which remain stationary while cerst and trough forms the pattern

hence C..OA is C as well
