Is stating the location of the school as one of the reasons to want to attend important? For example, I live in Emeryville and work in Oakland, so naturally Haas (part-time) is my top choice. Is it important to state or is it irrelevant from the adcom point of view? Any advice would be greatly appreciated.

Jacob,
The school's location is worth mentioning but only mention it after mentioning the resources that are more unique to the school since there are other B-schools in the Bay Area. Location is also relevant in terms of placement: i.e., you want to build your career in the Bay Area and Haas obviously places many MBAs in Bay Area firms.
Good luck,
