My confusion: why estimate should not be followed with preposition"at"?
e.g. I estimate the damage at 8000 yuan
I don't think there is a problem in this sample sentence in which estimate connects with "at".

"estimated to be" is an idiom. You need to just accept it that way, since Idioms, by their very nature, to do really have a "reason"..they are just accepted ways of spoken English.

Correct: The sculpture was estimated to be worth much more
sat than the base price.

Incorrect: The sculpture was estimated at worth much more
sat than the base price.

estimated at - used to denote the place where the estimation was
done

Correct: The worth of the sculpture was estimated at Madrid.
