embryonic stem cells, derived from blastocysts or early-
stage embryos, which they believe to be capable of
generating new cell growth and curing previously incurable
ailments.

A which they believe to be capable
B which they believe are capable
C which they believe will be capable
D believed as capable
E believed to be capable

IMO C. Sentence requires the use of future tense as stem cells are not yet developed. E implies scientists believe stem cells are capable of generating...

Moreover, we get a feeling that 'which' refers to embroys but phrase within comma cannot be placed anywhere else. Also, 'past participle' after comma (in most cases) refers to noun immediately before itself and therefore from that perspective all options are same

I think it is B. I agree with pataljali.purpose that this is a thing which is not proven yet...but in that case we use "would". Here i think this meaning is conveyed using "they believe are capable".

Am curious to see the OA.

Believe to be is the correct idiom and judging from the sentence the modifier should modify stem cells rather than embryos So A,B,C wrong.

The answer should be E

All Ab and C are out because the which clause modifies the noun immediately before it

I would also go with option E...........I think which they believe is wrong because it sounds uncertainity & latter part of the sentence capable also sounds uncertainity, but in E usage of believed is correct........
