i choose A although I think some of the other options would have been better choices if they seamlessly flowed into "that"

IMO A

Reasons:
1. SC-Cause Effect : What has caused executives fear? it's poorly and eduated...
2. Idiom Usage: So ...that

A. Proper Idiom usage So..That... Also showing cause effect relationship.
B. Comparing ..
C. Awkward .. The adjective phrase "poorly educated and trained" modifying noun "many young recruits" should be close to the noun it is modifying
D.Changes the meaning of the sentence + awkward sentence formation.
E.Same a C

I think in D, the 'that' before 'many business' is redundant in the sentence.
