If you consider only positive numbers then X is less than Y.
If you consider only negative numbers then X is greater than Y
So A does not help
B by itself does not give an answer. Y could be 18 and X can be 4 but X is still greater than -Y
If you combine both statements, then X and Y have to be positive and X is less than Y.
Hence the Q can be answered using both statements.
