The best teachers are those whose classes include a large amount of discussion between teachers and students.

I do not agree with the above statement. However, some amount of discussion is needed in all of the classes. The teachers who interact more with students during class hour are considered a best teachers. I believe just based on interaction or discussion, it would be difficult to say whether to judge a teacher's potential.
Management courses require more discussion and at least some amount of discussion needed in other classes to judge whether teacher is going along with students. Discussion is one of the aspects to convey the idea or based on discussion one can come up with certain conclusion.
I believe we should focus not only on amount of discussion but also on other aspect of teachers such as quality of knowledge, quality of teaching, amount of delivering lectures, presentation skill, attitude towards problem handling, and attitude towards the class and students. Sometime a teacher is unable to present his idea to students or sometime he is not must interested to deliver a good quality of lecture although he has good knowledge. So, he can't be considered the best teacher.
Research work gives major importance to any teachers. We should look into research work of the teacher. How many papers or journals have been published and what quality of journals is?
Therefore, I would suggest that we should not only look into amount of discussion but also check about other aspect of teachers. The best teacher is one of those teachers, who deliver effective lecture, have excellent presentation skill and problem solving skill, have good attitude towards students and have good interest in research work.
