As your profile is incomplete (no GMAT, GPA), it is a little difficult to give you feedback on your competitiveness. What I can tell you is that your work experience is interesting and unique, which will help you to stand out in the applicant pool. You have global experiences to draw from and a strong managerial skill set. If you write your essays showcasing your potential, leveraging your experiences, and demonstrating your managerial and leadership skills, then I think many schools will be interested in you for their programs.

I think if you get your GMAT to a 550, then you will be in range for the programs you are targeting. You can include an explanation on your score, but it would be more beneficial to provide other evidence of your aptitude in your background (like transcripts and work experience) than make excuses for the score. That is not to say you should not communicate the demands of your job, but the tone needs to be positive and focus on how you are qualified for the program.

It will definitely help to visit those campuses, and I strongly encourage you to establish a personal rapport with an admissions professional at each school.

Studying in a foreign institute with instruction in a foreign language is taken into account, so I would not be concerned about your Licence's degree.

I think you could incorporate your positive remarks as an instructor into your resume. As for the government scholarship, it would also be something to note in your application if you receive it. It was not clear how that scholarship works, but from what you posted it seems you will go to India for 6 weeks. As long as you do that prior to starting school and it does not interfere with business school, then I think it will be viewed positively.

To have a chance at those programs, I would think you need to score at least a 550, probably higher. If you are not within the mid-80% range for the programs, then it is quite difficult to receive admission. While your work experience is strong and you have a good academic track record, it is hard to know how forgiving the admissions committees will be on the GMAT score. Try your best and aim for a 550--I think that could be enough, but no guarantees.
