Hi,
I have a clash with the explanation here. If it were "Tied to the price of oil are the costs of gasoline, electricity, heating oil and plastics" then I would have agreed to the use of "are"
But here we have the use of not only followed by a single item and then the other with a But. So it should have "tied to the price of oil is" . I find it more reasonable to use B on this point. Lets leave out the later mistake of using cost instead of costs in B.
To me the following sentence looks wrong "Tied to this rope are not only I, but also James and Andrew".
