Parallelism in SC

Parallelism in SC

I have a doubt in one of the SC question, I read the line in Manhattan SC ' the rain continued to fall, providing water for the thirsty plans but flooding the streets as well ' ... Does it follow parallelism ? ( Continued, Providing, flooding ) as I didn't understand why this sentence correct and not giving parallelism error ?

the rain continued to fall, providing water for the thirsty plans but flooding the streets as well

for parallelism, the same ideas should be parallel.

"continued" is the main verb - "providing" and "flooding" is a participle indicating the outcome of the main action -- "continued" - and hence parallel.
