It's not sc question but tricky for me.

Time is ticking, and if it is over, then they are likely to settle for the best among unsatisfactory options.
Time is ticking, and when it is over, then they are likely to settle for the best among unsatisfactory options.
Time is ticking, and they are likely to settle for the best among unsatisfactory options when it is over.
Time is ticking, and they will settle for the best among unsatisfactory options when it is over.

Which is the correct expression?

Whichi is right? or What is the differences in meaning, between 'if' and 'when'?
Whichi is right? or What is the differences in meaning, between 'will' and 'be likely to'?
where is the correct position of 'if it is over'
Is the usage of comma correct in the sentence?
