Since the national post service in country X was privatized six months ago, delays in the delivery of mail has increased by 20%. To combat this problem, more sorting and delivering staff must be hired in the busiest regions of the country.

IMO A.

--- No matter how many ppl u hire, if weather is bad they cant go out and how many ppl u hire...when equipment is old...nobody can do nething..So, it casts doubt on the plan

I will go for A as it precisely point out another flaw in bad weather and antiquated sorting machines...so actually hirring more staff will do no better..

conclusion: more staff is required to to reduce the delays..

I agree with you guys. I also think that the right answer is A.
