Are integers of the form 4/2, 0/5 etc. considered 'fractions' for GMAT purposes?
any number of the form p/q are considered as fraction

q should not be equal to 0
in p/q if q>p then fraction is called proper fraction: 1/5, 2/6
in p/q if if q<p then fraction is called improper fraction. 4/1,3/2
