A- incorrect, you need a conjunction that will contrast the second clause with the first

B- same as A

C- Correct

D- false parallelism

E- same as A

(C) but whose reputation declines after death and never regains its former status - Correct Conjunction used to contrast two sides.

(D) who declines in reputation after death and who never regained popularity again - who declines? these guys ? their reputation ? living ? ELIMINATE

(E) then has declined in reputation after death and never regained popularity - wrong conjunction used. ELIMINATE
