The aim of the new regulations is to make it easier for prospective homeowners to have funds available for energy improvement in their new houses.

(A) to make it easier for prospective homeowners to have

(B) to make easier for prospective homeowners the having of

(C) making it easier for prospective homeowners so they can have

The aim of the new regulations is to make it easier for prospective homeowners to have funds available for energy improvement in their new houses.

(A) to make it easier for prospective homeowners to have - CORRECT

(B) to make easier for prospective homeowners the having of - "the having of" is wordier than "to have"

(C) making it easier for prospective homeowners so they can have - this changes the meaning of the sentence to the regulations making it easier in general, not specifically saying its easier to have funds available

(D) that prospective homeowners more easily can have - awkward...

(E) for prospective homeowners to more easily have - hmm not sure but A sounds better

What does ''it'' refer here ? ''It'' must refer to the preeceding noun/clause according to the rules.

What's wrong with D?
