A. a greater proportion than it was
B. a greater proportion than
C. a greater proportion than they have been
D. which is greater than was so
E. which is greater than it has been


Please explain...

, which refers back to 1992 and makes D and E incorrect.

Among A , B and C

C is out because THEY can only refer back to "Soaring television costs"

Proportion can NOT be greater than COSTS ( apple vs orange ) So the OFFICIAL ANSWER is gone :)

Also PREVIOUS and present perfect tense make C incorrect. We need a past tense.

Between A and B

We need IT, otherwise we willl have a problem in our comparison. So Adios B!

This is the most weird situation I've encountered. Probably the most disputed question ever.
Half of the sources I found online give OA as C, and some of them are undecided, as Logitech suggested.
I ran into this question myself on GMAT Prep and chose B, which is the OA - see image for proof!
I chose B as I thought IT WAS in A is redundant (but not incorrect), so B is more succinct. There's no confusion by removing IT WAS in B.

Example:
A) People made more cake today than they did yesterday.
B) People made more cake today than yesterday.

B presents the idea more succinctly without disturbing the meaning.
