The GD Bill requires that a bank disclose to their customers how long they will delay access to funds from deposited checks.

C- that a bank disclose to its customers how long it will delay access to funds from deposited checks.
D- a bank that it should disclose to its customers how long it will delay access to funds from a deposited check
E- that banks disclose to customers how long access to funds from their deposited check is to be delayed

Correct answer and my question located in spoiler, thanks guys

My main question is why is "a bank" which is clearly singular modified by the plural form of disclose in the correct og answer, shouldnt it be discloses?[/spoiler]

In A, their (plural) cannot serve to refer to bank (singular).
Eliminate A.

In B and D, requires a bank implies that the BANK ITSELF is required.
Not the intended meaning.
The intention here is to say that an ACTION is required: that a bank DISCLOSE how long it will delay access.
Eliminate B and D.

In E, it is not crystal clear whether their refers to banks or to customers.
Eliminate E.

The correct answer is C.

The OA employs the COMMAND SUBJUNCTIVE.
The structure of the command subjunctive is BOSSY WORD + THAT + NOUN + BARE INFINITIVE.
A bossy word serves to express a command or recommendation: requires, suggests, recommends, insists, etc.
The bare infinitive is the infinitive form of a verb with the to omitted.
OA: The bill REQUIRES that a bank DISCLOSE.
Here, disclose is the bare infinitive form of TO disclose.
