The environmental protection agency frequently puts mandatory controls on toxic substances that present as little risk as one in a million chances to cause cancer.

a) as little risk as one in a million chances to cause
b) as little risk as one chance in a million of causing
c) as little risk as one chance in a million that it will cause
d) a risk as little as one chance in a million for causing
e) a risk as little as one chance in a million for it to cause

[spoiler]OA is B, why not D? Is it because "risk... of" is the correct usage?[/spoiler]

"risk of causing" is the correct usage,therefore, answer is B..........

The main part of this sentence is "risk of causing", and only B does this correctly.

Perfect:

Can we eliminate choices C and E due to the unclear antecedent for pronoun ''it'', yes? If I am wrong, can you explain how can we eliminate these two choices??
Additionally, when we reach to choices B and D, ONLY the IDIOM concept come into picture, which means ONLY by knowing ''risk of'' we have to tackle the question?? Can you write for me the generalized correct IDIOM?
