I am not able to appreciate the OA, which happens to be C. A "fact" doesn't make it the busiest airport. It is the quality of the city "a city on the move" that makes it the busiest.

Please help!!

B and C both seem correct to me.
But I would choose B.

I was initially torn between B and C but I ended up with C based on following reasoning.

1. We need to emphasize that London is a city on the move. The given Statement mentions that its airport is busy because london is always on the move.

2. Between B and C - I found C to better elucidate that meaning (gosh Im so bad in explaining my thought here). C is closest to A in terms of implying the reasing on why the airport is busiest.
