Legislation in the Canadian province of Ontario requires of both public and private
employers that pay be the same for jobs historically held by women as for jobs requiring

OA is A
Usage of 'require' in idiomatic expressions:

1. Require X to Y (not subjunctive)
2. Require that X (subjunctive)
3. Require of X that (subjunctive)

In the above sentence non-underlined part contains 'require of X'. So, we use the 3rd case mentioned above, and we can rule out [spoiler]C/D/E[/spoiler]. Note that [spoiler]C/D/E[/spoiler] also contain other grammatical errors.

B. In subjunctive case, 'should' should not be used.
Also in B, for a job requiring comparable skills usually held by men, Here 'held' refers to 'skills' while it should refer to 'jobs'.

A is the correct answer.
