Melding means mixing of something, so between melding and melding of - melding of seems a better choice
(A) Charles is credited with soul music's early development, a genre based on melding - seems a genre is going to early development not to soul music

(B) Charles is credited with the early development of soul music, being a genre based on melding

(C) Charles is credited with the early development of soul music, a genre based on a melding of - a genre is modifying soul music - correct

placement of modifier is tested here and C seems best in it
