The average human being is more intelligent as the average dog is.
A. as the average dog is
B. as the average dog
C. than the average dog is
D. than the average dog
E. as is the average dog

I'm very confused between C and D. Can someone explain it to me ?

INCORRECT : He works faster than her
CORRECT: He works faster than she
Is it right?

Hi Mate,

Correct answer is D. we don't need "is" at the end. It is automatically assumed. You will see lot of examples where the verb has been eliminated. The usage of "is" in the second part is called.
Regarding your second question:
He works faster than she.....This is correct.
He works faster than she does...this is also correct but the usage of "does" is unnecessary so we eliminate it whenever possible.

He works faster than her...this is wrong.....the best way to judge this is you just place the verb after the second part and see if it makes sense.
He works faster than her does....does it make sense no so we need she here to compare with he.

In 1998, there were 3.2 million public school students who were not proficient in English in the USA, almost twice as many as 1990.

According to me,

{B} - "in 1990" --> means to say "number" in 1990 .. right? but, the "number" is not present anywhere in sentence part "there were 3.2 million public school students"

In the Original Question posted, i am also confused :) i also picked {D} ..

Will an expert respond to the original question? I tend to agree that the final 'is' isn't necessary.. but the OA is C.

Is the OA wrong?

Either C or D is a viable answer choice.
Two OAs in the OG12 that are analogous to D:
SC18: Plants are more efficient than fungi.
SC108: Authoritative parents are more likely than permissive parents.

I prefer D to C because D is more concise.
That being said, the inclusion of is in C doesn't constitute a clear error.
I would ignore this SC.
