(B) for it to withhold from the public
(C) for withholding disclosure to the public of
(D) that enable them to withhold from public disclosure
(E) that they can withhold public disclosure of

[spoiler]OA:A [/spoiler]. I understand the reason why [spoiler]A is correct[/spoiler], but can some one tell me why B is wrong.
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.

"for" would imply that it was done for a reason. "He gave me 25 dollars for my birthday." Here the sentence says that the Supreme Court awarded discretionary powers and those powers have been used to withhold identities. "For" is not the correct modifier for this modifying phrase.
