From 2:
Y<X
i.e. X>Y
SUFFICIENT
From 1:
X+Y<0
therefore X<-Y
For Y=4, X=-5 --- X<-Y and X<Y
For Y=-4, X=2 --- X<-Y but X>Y
NOT SUFFICIENT
