Idiom conflict - Responsibility

The Federal Reserve Board assumes primary
responsibility of the regulation for
this nation's
commercial banks and savings institutions.
(A) Board assumes primary responsibility of
the regulation for
(B) Board's assumption of primary
responsibility for the regulation of
(C) Board's assuming primary responsibility to
regulate
(D) Board assumes primary responsibility for
the regulation of
(E) Board regulates primary responsibility for


Kaplan GMAT says the idioms are responsible for, responsibility to but here the choice C is taken as wrong. Please tell what is the correct idiom usage?

I will go with D here.

We do not need possessive with Board (Board's). "responsibility for + noun" is correct usage here.

It sounds more logical to "assume responsibility for something"
than to "assume responsibility of something"

Not sure how else to think about it.

Thank you all for replying.

But I want to know what is the correct idiom responsibility to OR responsibility for.

In Kaplan GMAT Idiom section it is mentioned "responsibility to" is correct but MGMAT says "responsibility for"
