When I read this sentence I was pretty sure that "has attracted a great deal of media coverage recently" is an additional information.

Global warming (as a whole) will be a central issue. Can we really say -ONLY that Global warming which has attracted a great deal of media coverage will be a central issue?

NO, we can't say that. It's a general issue.

CORRECT CHOICE IMO --OPTION E

The sentence should look this way --

Global warming, which has attracted a great deal of media coverage recently, will be a central issue in the upcoming campaign, since both candidates champion environmental causes.

I feel the Answer is E

As it is adding extra piece of information.
This leaves C,D,E

C- is about future , we can just use 'attract' instead of 'be attracting '

E.g I will meet you tomorrow for lunch - correct
I will be meeting you tomorrow for lunch -Incorrect

D- usage of being
E- looks better as it talks about present situation and predicts furtue
