A 1972 agreement between Canada and USA "reduced the amount of phosphates that municipalities had been allowed to dump " into the great lakes

A) reduced the amount of phosphates that municipalities were allowed to dump.
B) reduced the amount of phosphates that municipalities are allowed to dump.

A 1972 agreement between Canada and the United
States reduced the amount of phosphates that

(B) reduced the phosphate amount that
municipalities had been dumping

The issues:

1. This is an agreement. it was passed in 1972. The law is still applicable.

Since the law is still applicable, something is allowed under the law. We need to use present simple.

--> This eliminates A and B.

2. An event is past. The past event is "the agreement reduced the amount of phosphate".

---> This eliminates C and E.

3. "The amount of phosphate" is more fluid than "Phosphate amount".

Example:

We don't say:

water amount..............
Rice amount................
Sugar amount............
Sand amount............


We say:

Amount of water...........
Amount of rice..............
Amount of sugar...........
Amount of sand...........


Answer is D.
