(D) distorts the meaning. Satellites THAT are part of an effort for 15 years THAT has subjected-- 15 years that has subjected?? it should be the effort has subjected to the interactions.

Satellites that are part of a 15 yr effort to subject is the intended meaning, which is conveyed in (E)
