In this question, the neither nor comparison is between the exposing and comprising.
The intent in D states that there is comparison between unfair competition and increased monopoly which is incorrect.

Here exposing the small banks is to two things :- unfair competition and increased corporate monopoly.
Also, in this exposed is correctly compared with comprised.
This is the correct meaning of the entire sentence.
