Based on the advanced computer models to show how different patients might respond to the treatment,Novartis was able to persuade the Food & Drug Administration that it was safe to move directly to late-stage trials involving hundred of patients with Muckle-Wells.
They mentioned that verb-ed modifiers cannot modify clause so this is incorrect. Can someone please throw some light on this Rule.

Global regulators are supposed to come up with a plan for banks to build up in good times the capital buffers that the bank can draw down in bad times by the end of this year.
Please explain the modifiers in this sentence
