I am not a fan of this sentence, possibly in part because I know too much about Amelia Earhart.

The normal idiom is "first to x" rather than "first who x." The present perfect tense is a little weird for somebody who almost certainly died over 40 years ago. If the word "solo" were not there, choice B would also be correct as she was the first person to fly over the Atlantic twice (first time not solo, though), so she was the first person to have flights. One could even argue that she paid more than one price, but that's a stretch, because the normal idiom is "pay a high price" even if more than one thing is a factor.

But anyway, yes: subject-verb agreement gets you down to three choices, and eliminating unneeded plurals gets rid of two of those.
