Since 1986, when the Department of Labor began to allow investment officers' fees to be based on how the funds they manage perform, several corporations began paying their investment advisers a small basic fee, with a contract promising higher fees if the managers perform well.

They can not refer to investment officers' and fees can not perform anything.
So, the construction is incorrect.

I guess the problem is with allow that.

The Idiom is allow X to do y.

I'm not sure whether allow can be used with the subjunctive.

Is it because here they refers to investment officers' fees ?
Also , D seems to be beter than C because D is more concise .

In A, B and E, began is in the wrong tense. Since requires the present perfect tense: since 1986...several corporations HAVE BEGUN. Eliminate A, B and E.

In C, be based should not be in the subjunctive mood. The subjunctive mood is appropriate when an action is being requested or demanded -- not when it is being ALLOWED. The correct idiom here is allow X to Y. Eliminate C.

The correct answer is D.

In C, based on how the funds they manage perform might seem awkward, but we should look for less debatable reasons to eliminate answers.

The act of beginning is a one time event .Its not a continuous event that has been going on since 1986 . So why is the present perfect required here .

The act of beginning need not be a one-time event; a process can be begun over time. Since 1986 implies that the process began in 1986 and that it might not yet be complete. Regardless, since 1986 requires the present perfect tense.

They does not have a proper antecedent. Ideally they should refer to investment officers but in all the options that have they marked in read possesive pronoun (investment officer's) is used.
