In my experience this is typical standard deviation question. In general, the GMAT provides standard deviation question to only get your general understanding of the concept itself. In addition, this question includes additional concept check from statistics "Ranges". Thus, if you know these concepts, you will easily find right answer. So, range is subtraction of maximum and minimum numbers of any set. The minimum set here could be 10, 10, 10. SD is zero. Second set is 10, 11, and 12. SD is one. For maximum set's SD let's get 10, 12, 10,and 12. In last example SD is 2. From this we could definitely say that the range could be 2-0=2 or 2-1=1 as well as 1-0=1. Ranges are 1 and 2. These ranges are definitely between 0 and 3.
