a^4b^{-3}c^0
= 2^4*(-2)^{-3}*3^0
= -(2^4*2^{-3}*1)
= -2

Therefore, the answer is A.

We substitute the values of a, b and c into the expression and simplify:

2^4 * (-2)^(-3) * 3^0

16 * 1/(-8) * 1

-2
