transfer all the milk

A milkman has 25 small cans, all of which are completely filled with milk. He also has one large can which is empty. Can he transfer all the milk contained in 15 of these small cans to the large can?
(1) The large can has a capacity of 500 liters.
(2) The average (arithmetic mean) capacity of any 20 of the small cans is 25 liters.

Rephrased target question: Is the total volume of any 15 cans less than the volume of the large can?

Statement 1
Since we have no information about the small cans, statement 1 is NOT SUFFICIENT.

Statement 2
Since we have no information about the large cans, statement 2 is NOT SUFFICIENT.

Statement 1 & 2
Statement 2 tells us that we can take any 20 cans, and their average capacity will be 25 liters. In other words, the total capacity of any 20 cans will be 500 liters. This is a big statement, since it tells us that every small can must have a capacity of 25 liters.

So, if every small can has a capacity of 25 liters, then 15 of those cans will have a total capacity of 375, in which case all of the milk from these cans will definitely fit into the large can.

So, the answer is C
