Discard D and E as the developing are adjective of neighborhood.

Discard B for Currently is made wordy.

[spoiler]Between A and C my pick is A as C is lacking "ON"[/spoiler]

All options look crazy. None of the choices seem satisfactory, Watching this space for the OA and any good explanation.

I felt contractors invest to the development of .... if u use developing then to cannot precede the same.
to developing neighborhood means the neighborhood are in developing stage
as we say developing country..

I chose D, but this is a tough one. I don't really think any of them are that good.

I would say D , but other ACs are just too bad.
Sentence is trying to compare neighbourhood to be developed (more environment friendly) versus neighbourhood now.

A-> development of neighborhoods more environmentally-friendly even than currently on the market
compares neighbourhood to at the current time
B and C : same issue;neighborhood is being compared to "at the current time
" and "currently the market
" respectively.

E same issue "currently on the market " .

to developing is correct usage I believe.

He has devoted his time to reading .

This sentence compares "environmentally-friendly" (neighborhoods) to "those" (neighborhoods) currently on the market.

First I thought 'to developing' in D&E is wrong.But paraphrase the sentence like this.

He devoted his time to reading the books.

Which one is better?

'devoted his time to'

'devoted his time into'

selango, you hit the nail on the head with the comparison issue. We can actually eliminate EVERY answer choice except D based on this one error! We want to compare NEIGHBORHOODS to NEIGHBORHOODS (noun to noun). Remember that the GMAT will often substitute that (singular) or those (plural) for one of the nouns in a comparison -- as long as the noun being replaced is logical (in this case, neighborhoods), this structure is correct.

The word "developing" in answer choice D is describing an ACTION of the contractors, not the neighborhoods themselves. A person devotes energy to [doing something] -- this is a somewhat tricky idiomatic structure, so good job to those of you who saw what was going on.
